OPEN CALL 2024 | ERIAC Grant-making to Protect and Promote EU Values and Rights

 

In the frame of the ERIANCET4EU project financed by the Citizens, Equality, Rights and Values Programme (CERV) of the European Union, and with a long-term goal of using culture and cultural diplomacy to strengthen open, rights-based, democratic, equal and inclusive society in EU, the European Roma Institute for Arts and Culture (ERIAC) is inviting applications from its member organizations based in the EU that seek to change narratives about Roma in Europe through advocacy, cultural diplomacy and intercultural exchange between Roma and non-Roma.

 

General objective of the call is to strengthen capacity to protect and promote EU rights and values and increase citizen awareness of EU rights and values. 

 

 We are looking for projects with a clear European dimension that:

 

  • strengthen capacity to protect and promote EU rights and values and increase citizen awareness of EU rights and values
  • contribute to the fight and prevention of antigypsyism, by employing counter-narratives through arts, culture, history, education and the media and a higher degree of Roma participation and self-representation,
  • advocate for Roma cultural inclusion and a holistic and preventive approach to fighting antigypsyism and in doing so contribute to policy-making processes affecting the Roma,
  • strengthen the organisations and leaders in the Roma movement through networking and collaboration between Roma and non-Roma led civil society organisations,
  • challenge dominant, harmful narratives about Roma and present alternate narratives that incorporate culture and Romani contribution to the EU and seek to broaden the base of supportive allies.

FUNDING CRITERIA

 

The program aims to provide project-based support to ERIAC member organizations based in the EU, enabling them to develop cultural activities focusing on awareness raising, commemoration, remembrance, research and education, with aim to explore shared European aspects of Romani history to further discuss current European challenges and Roma experience as a shared European narrative that defines European values of diversity, tolerance and fundamental rights. ERIAC funding priorities extend to initiatives that:

 

  • protect and promote EU values, rights, non-discrimination and equality and promote citizen’s engagement and participation in the democratic life of the EU and exchanges between citizens of different Member States, and raise awareness of common European history;
  • foster a sense of pride in shared Roma identity and strengthen leadership skills and civic participation of Roma in EU society;
  • transform research, memorial sites and/or testimonies of Romani history into practical educational tools for civic education;
  • promote the presence of Roma in public spaces and the inclusion of Roma in institutions and events of majority arts and culture.

GRANT STRUCTURE

 

The grants will be awarded for a minimum of 2 months and a maximum of one-year period projects through the following tranches:

  • Small grants in amount of 5000 – 8000 Eur;
  • Large grants in amount of 10.000 – 20.000 Eur;

The rate of the project funding is 100%. 

Pre-financing: Grants paid in two installments: 70% of the granted amount will be paid upon singing of the grant contract and 30% upon approval of the interim report

 

 

ELIGIBILITY CRITERIA

  •  Applications are accepted from ERIAC member organizations from EU Member States. 
  • The applicant must be a legal entity, non-profit organization, established in a Member State of the European Union, and respecting EU values as laid down in Art.2 of the Treaty on European Union and the EU Charter of fundamental rights. 
  • Natural persons are not eligible to apply, but the preference is given to applications for collaborative projects involving individual ERIAC members or non-EU-based members. 
  • Project activities happening physically must take place on the territory of the EU. 
  • The project must be designed to advance one or more of the funding priorities. It must have clear objectives that are achievable within the term of the project, which cannot extend beyond one year.
  • Organizations which have been awarded in 2023, are eligible to apply in 2024. Applicants can submit only one proposal.

 

The eligible activities may include but are not limited to:

  • Cultural events, including exhibitions, performances, concerts or workshops;
  • Commemoration activities and assemblies in memorial sites, such as erecting memorials or plaques;
  • Development of educational materials and/or publications;
  • Research and analytical activities;
  • Training and capacity building activities;
  • Conferences;
  • Mutual learning activities;
  • Awareness-raising campaigns;
  • Communication and dissemination activities.

Activities should duly pay attention to gender perspective, both at design and implementation phase, as this will be taken into account in the evaluation. 

 

SELECTION CRITERIA

 

 The beneficiaries will be selected on a competitive basis, evaluated on the relevance of the application, quality of the proposed initiative and originality of their proposal. The Selection Committee will in particular pay attention to:

 

 

  • Alignment with the objectives of the program;
  • European dimension;
  • Possibility of sustainable, long-term impact;
  • Attention to gender perspective;
  • Interdisciplinary initiatives which transgress borders of art genres and cultural spheres;
  • Original ideas which connect and work across multiple thematic sections of ERIAC and which engage ERIAC different individual and institutional members;
  • Collaborative projects which strengthen cooperation across countries and different Roma groups identities, and reinforce intra-ethnic solidarity;
  • Innovation, ingenuity, creativity and originality of the proposal;
  • Multiplier effect, benefiting directly or indirectly, Roma families, communities and majority society at large, including through contributions to other ongoing Roma-led initiatives in the field.

 

Successful applicants will be notified in mid-June 2024.

 

How to apply?

 

Proposal can be submitted between March 25, 2024 – May 25, 2024. Applications received later will not be considered. 

Applicants are required to submit an application in English via the online application form

 

Additionally, applicants will be required to submit:

 

  • Annual Financial Report
  • Previous Project Management Experience Report, for example by submitting a narrative activity report from the previous year.
  • Project Budget and the Activity Timetable of the Proposal in the format provided by ERIAC.
