Open Call for Memorial Proposals: Nicolae Gheorghe Square

The European Roma Institute for Arts and Culture – ERIAC together with the REF – Roma Education Fund, REDI – Roma Entrepreneurship Development Initiative, Roma For Democracy – RFD, Roma Foundation for Europe and the Bucharest City Municipality is pleased to announce an open call for artistic proposals for a new memorial dedicated to the legacy and spirit of Nicolae Gheorghe, a pivotal figure in Roma history, human rights, and cultural advocacy.

 

This significant new work will be installed in the heart of Bucharest on Nicolae Gheorghe Square, a site named to honour his lifelong commitment to justice, dignity, and equal rights for the Roma community.

 

Objective of the Memorial

This memorial is intended as an enduring tribute to Nicolae Gheorghe’s profound impact as a Roma activist, sociologist, and intellectual, who inspired generations to take pride in their heritage and to challenge discrimination. The memorial will serve as a powerful public space of remembrance, reflection, and education, embodying values of unity, resilience, and human rights.

 

Eligibility:

This call is open to artists, sculptors, architects, and interdisciplinary creators worldwide, with a preference for proposals from artists of Roma origin and those with experience in creating works that engage deeply with the themes of identity, resilience, and social justice.

 

Requirements for Submission:

Proposals should focus on innovative and engaging ways to represent the life and legacy of Nicolae Gheorghe and the broader Roma experience. Artists are encouraged to consider the following within the submission:

  1. Concept and Theme: How does the proposed work capture Gheorghe’s impact and vision for Roma rights and dignity? Proposals should reflect a profound sensitivity to Roma heritage and a commitment to inclusivity and empowerment.
  2. Design and Materiality: Artists should present a design that suits the outdoor urban context of Nicolae Gheorghe Square and offers durability and accessibility for public interaction.
  3. Community Engagement: Consideration of how the memorial will engage the Roma and broader public is important. Concepts should invite reflection, dialogue, and learning about the Roma community and human rights.
  4. Environmental Sustainability: Designs that consider durable but at the same time sustainable and eco-friendly materials are strongly encouraged.

Proposal Components:

  • Project Description (max 5000 words): Outline the concept, inspiration, and intended impact.
  • Visuals: Sketches, renderings, or digital models showing different views of the proposed memorial.
  • Artist’s Statement: A brief statement (max 500 words) about the artist’s background, motivation, and experience related to this project.
  • Budget Estimate: Outline anticipated costs, including materials, labor, transportation, and installation.
  • Timeline: Proposed timeline for completion and installation.

Size and Scale of the Future Memorial

For Nicolae Gheorghe Square in Bucharest, a memorial that is approachable yet striking is recommended. A scale that is inviting but also substantial enough to reflect Nicolae Gheorghe’s impact would be ideal. Suggested dimensions and design considerations:

  1. Height: A height of around 3 to 4 meters (10 to 13 feet) would create a prominent visual landmark without overwhelming the space. This would allow the memorial to be visible from different angles within the square and encourage visitors to engage with it.
  2. Base and Ground Area: A base area of 2 x 2 meters (6.5 x 6.5 feet) or a bit larger, depending on the design, provides a stable foundation and could include inscriptions, quotes, or interactive elements for reflection and education.
  3. Interactive Elements: Consider integrating seating or pathways around the memorial to encourage visitors to approach and spend time in reflection. A circular or semi-circular layout around the memorial could enhance this effect.
  4. Accessibility and Visibility: Ensure that the memorial is accessible from all sides and does not block views within the square. This size will also allow the memorial to be harmoniously integrated into the surroundings while maintaining its distinctiveness.

In sum, a memorial about 3-4 meters high with a carefully designed base and open surrounding area would create a respectful, engaging, and fitting tribute to Nicolae Gheorghe’s legacy on the square.

 

About Nicolae Gheorghe

Nicolae Gheorghe (1946-2013) was an extraordinary voice and pioneer for the Roma people. As a leader, sociologist, and activist, he dedicated his life to fighting for the recognition and dignity of Roma identity and rights. This memorial seeks to honor his legacy and inspire future generations to continue his work for justice and equality.

 

Placement of the Memorial

Placing the memorial in a location that allows for both visibility and interaction is key to making it a meaningful part of Nicolae Gheorghe Square.

A central location or along a main pathway leading into the square would maximize visibility, accessibility, and symbolic importance. This would give the memorial a presence that feels integral to the square while inviting people to engage with it.

A preliminary location is marked on the information materials. The final location is subject to discussion with the City Hall after the artistic proposal is selected.

 

Deadline for Submission:

February 15, 2025.

 

Timeline for the Memorial Open Call

 

Jury Review Period: February 16 – March 15, 2025
During this period, a distinguished committee of Roma cultural leaders, art professionals, ERIAC representatives, and a family member of Nicolae Gheorghe will review all submitted proposals.

Selected Proposal Announcement: March 18, 2025
The winning proposal will be announced and the artist/creator will be contacted to discuss next steps and final arrangements.

Production Phase: March  – September 2025
The selected artist/creator will have six months to complete the memorial, including design finalization, fabrication, and installation preparations.

Memorial Installation: October 2025
Installation of the memorial will take place at Nicolae Gheorghe Square in Bucharest, coordinated with the Bucharest City Municipality.

Official Unveiling Ceremony: November 12, 2025
The memorial will be inaugurated with a public unveiling ceremony, honoring Nicolae Gheorghe’s legacy and celebrating Roma resilience and advocacy.

 

Selection Process:

A jury committee of distinguished Roma cultural leaders, art professionals, and representatives of ERIAC, REF, REDI, RFD, the Roma Foundation for Europe, Bucharest City Municipality and an appointed family member of Nicolae Gheorge will review submissions. Selection will be based on artistic vision, relevance to Nicolae Gheorghe’s legacy, feasibility, and potential for public engagement.
