Call for Expert Consultant: Development of Expert Guidebook on Recognizing Antigypsyism in Public Administration with a Focus on the Western Balkans Six and Türkiye Region

 

The European Roma Institute for Arts and Culture Serbia (ERIAC Serbia) is committed to advancing the understanding of antigypsyism and combating it, particularly within public administration. To support this goal, ERIAC Serbia seeks an expert consultant to develop a comprehensive guidebook aimed at enhancing the recognition of antigypsyism in public administration.

 

Specific Objectives

  • Develop an expert guidebook on recognizing antigypsyism in public administration, focusing on the Western Balkans Six and Türkiye region.
  • Provide theoretical and practical examples of discriminatory actions and behaviors targeting Roma communities.
  • Highlight best practices for combating antigypsyism in public administration.

Key Responsibilities

  • Conduct extensive research on antigypsyism in public administration, including theoretical frameworks and practical examples of discriminatory actions and behaviors towards Roma communities.
  • Collaborate with experts, stakeholders, and Roma community representatives to ensure the guidebook’s relevance and effectiveness.
  • Produce a draft guidebook by the end of March 2025 and finalize the document by April 2025.
  • Prepare the final version of the guidebook and work with ERIAC to publish and disseminate the document in May 2025.

Target Groups

The guidebook is intended for public servants and officials within public administration, as well as equality bodies, advocacy groups, and policymakers working on Roma rights and integration, with a focus on the Western Balkans Six and Türkiye region.

 

Required Qualifications

  • Proven experience in research, writing, and consulting on issues related to discrimination, particularly antigypsyism or Roma rights.
  • Expertise in public administration and knowledge of discriminatory practices and behaviors targeting marginalized groups, including Roma.
  • Strong writing skills and experience in producing comprehensive, accessible, and actionable guidelines.
  • Ability to collaborate with a wide range of stakeholders, including Roma communities and advocacy organizations.
  • Familiarity with the Western Balkans Six region and Türkiye
  • Proficiency in English; knowledge of Romani and regional languages (Albanian, Bosnian, Macedonian, Montenegrin, Serbian and Turkish) is an advantage.

  • A sample of their previous work on similar projects addressing antigypsysim.

New Structure & Extended Deadline

To ensure a more in-depth and context-specific approach, ERIAC Serbia has revised the consultation process for the Expert Guidebook on Recognizing Antigypsyism in Public Administration. Instead of a single consultant, we will now engage six country/regional consultants and one regional consultant to contribute to the development of this guidebook.

 

Why This Change?

By appointing six local experts and one regional consultant, we aim to:

  • Enhance the depth and quality of the research.
  • Ensure more detailed country-specific insights into antigypsyism in public administration.
  • Strengthen engagement with local stakeholders and Roma communities.
  • Improve the overall quality and applicability of the guidebook for policymakers and public servants.

New Consultation Structure

We are now seeking six local consultants and one regional consultant, each responsible for:

  • Albania & Kosovo (one consultant)
  • Serbia (one consultant)
  • North Macedonia (one consultant)
  • Montenegro & Bosnia and Herzegovina (one consultant)
  • Turkey (one consultant)
  • Regional Overview Consultant (cross-regional perspective based on provided research findings, one consultant)

Extended Deadline

To accommodate this structural change, we are extending the application deadline to February 10, 2025. New deadline February 14, 2025.

ERIAC will support the consultants by facilitating interviews with stakeholders and providing access to the latest literature and relevant materials. Each consultant will receive 600 EUR for their contribution.
